3. Verify that the 3 mandatory acceptance queries ("DSCons rule", "frontend theme", "backend architecture") return new standards with score >= 0.55 and zero legacy remnants.
4. Conclude with an explicit verdict: APPROVE or REQUEST_CHANGES.
