## Key Decisions Made
- Used Playwright `sync_playwright` with unthrottled Chromium launch flags (`--disable-background-timer-throttling`, `--disable-backgrounding-occluded-windows`, `--disable-renderer-backgrounding`) and `channel="chrome"` with fallback to standard chromium.
- Solved headless WebGL load timing by using `wait_until="load"` and `wait_for_selector("#webgl-container canvas")` rather than fragile `networkidle`.
- Configured UTF-8 stdout on Windows (`sys.stdout.reconfigure(encoding="utf-8")`) to prevent cp1252 charmap encoding errors when handling Vietnamese strings.
- Added `ensure_page_loaded(page)` helper to guarantee test isolation whether tests run sequentially or individually.
- Verified foundational gates (Checks 1, 2, 3, 8) pass 100%; milestone gates (Checks 4, 5, 6, 7) accurately detect and diagnose pending builder implementations without false positives.
