Mission: Milestone 4 Forensic Integrity Audit & Security Release Certification.
Perform rigorous forensic integrity verification:
1. Static analysis of git diff across the entire project:
   - Verify that all implementations in i18n.js, chat_i18n_catalog.js, chat_ui.js, index.html, check_i18n_hygiene.py, test_i18n_event_bus.py, test_i18n_reactive_switching_e2e.py, and documentation are authentic and genuine.
   - Confirm NO hardcoded test results, NO dummy/facade implementations, NO bypasses.
   - Confirm ZERO hardcoded Vietnamese strings in client/webapp/js/ui/chat_ui.js.
   - Confirm 100% parity across all 9 languages in chat_i18n_catalog.js and GLOBAL_LOCALIZATION_DICTIONARY.md.
2. Independent Security Audit:
   - Run: python tools/security/run_independent_security_audit.py --build-id "RELEASE-I18N-2026" --env STAGING
   - Confirm zero CRITICAL and zero HIGH security vulnerabilities (Security Veto Gate).
3. Hygiene checks:
   - python tools/lint/check_code_and_doc_hygiene.py --strict
   - python tools/lint/check_i18n_hygiene.py --strict
4. Write audit_report.md and standard handoff.md in your working directory with binary verdict: CLEAN or INTEGRITY VIOLATION. Send message to orchestrator_13.
