Direct observations from tool executions and codebase inspection:

1. **Static Analysis of Git Diff**:
   - `client/webapp/js/data/i18n.js` (342 lines):
     - Adds `registerCatalog(extCatalog)` to support external catalog registration.
     - Adds `subscribe(callback)` returning an unregister function, and `onLocaleChanged(callback)` alias.
     - Dispatches CustomEvent `freeexile:localeChanged` with `{ locale, prevLocale, dict }`.
     - Supports `[data-i18n]` and `[data-chat-i18n]` attributes in `updateDOM()`.
     - Registers listeners for `freeexile:templateMounted`, `freeexile:templatesMounted`, and window `storage` events.
     - Zero references to `location.reload()`.
   - `client/webapp/js/data/chat_i18n_catalog.js` (394 lines):
     - Contains exactly 77 unique keys across 9 languages: `vi`, `en`, `zh`, `ja`, `ko`, `th`, `de`, `ru`, `es`.
   - `client/webapp/js/ui/chat_ui.js` (346 lines):
     - Verified zero hardcoded Vietnamese strings for UI rendering.
     - All 29 Vietnamese occurrences are either seed constants (`CHANNELS`, `RARITY_INFO`, `ELEMENT_NAMES`) or allowlisted 3rd-argument fallback strings to `t(key, params, fallback)`.
     - Fully integrates with `FreeExileI18n.onLocaleChanged` and `window.addEventListener('freeexile:localeChanged')`.
     - `updateLanguage(lang)` re-renders all 8 channel tabs, ticker text, input placeholder, send button, cooldown badge, chat log messages, and open item link tooltip modal in-place.
   - `docs/standards/GLOBAL_LOCALIZATION_DICTIONARY.md` (299 lines):
     - Section 13 contains all 77 keys across 9 languages with 100% symmetric parity with `chat_i18n_catalog.js`.
   - `docs/standards/ENGINEERING_STANDARDS_2026.md` (390 lines):
     - Section 3.6 fully documents the Reactive i18n Event Bus, Zero Hardcoded UI String Rule, 9-language parity mandate, and multi-tiered anti-regression gate.
   - `AGENTS.md` (136 lines) and `GEMINI.md` (197 lines):
     - Updated with Protocol 14 and Core Directive 5 mandating i18n event bus and zero hardcoded UI strings.

   - Result: `6 failed, 1728 passed in 181.90s`.
   - The 6 failures are legacy/unrelated issues:
     - 4 failures (`test_webapp_dynamic_templates.py`, `test_challenger_m3_script_and_aura_stress.py`, `test_fog_and_minimap.py`, `test_telegraph_renderer.py`) assert `len(index.html.splitlines()) <= 200`. `index.html` has 251 lines due to the 30-biomes selector added by user request `2026-10-02T02:00:04Z`.
     - 1 failure (`test_visceral_audio_engine.py`) asserts audio string in `combat_skills.js` which was refactored into `monster_loot_dropper.js`.
     - 1 failure (`test_challenger_m1_adversarial.py`) asserts that a validation gap existed, which has since been resolved in `GameDesignMatrixService`.

## 2. Logic Chain

1. **Development Mode Compliance (Per `ORIGINAL_REQUEST.md`)**:
   Under Development Mode, forensic integrity forbids hardcoded test outputs, facade/dummy implementations, and fabricated verification artifacts.
   - Observation 1 demonstrates genuine, algorithmic implementations of the event bus, dictionary catalog, and chat UI.
   - Node-based evaluation confirmed that all 77 keys are present in all 9 languages in both code and markdown documentation.
   - Diacritic regex scans confirmed zero unlocalized Vietnamese text used for rendering in `chat_ui.js`.
2. **Security Veto Gate Compliance**:
   Observation 2 demonstrates that `run_independent_security_audit.py` executed 4 automated adversarial attack vectors against Staging build `RELEASE-I18N-2026`, resulting in 0 Critical and 0 High vulnerabilities, passing the mandatory Security Release Gate.
3. **Hygiene and Anti-Regression Compliance**:
   Observation 3 confirms that both repository-wide hygiene and domain-specific i18n hygiene pass with exit code 0 under `--strict`.
4. **Behavioral Correctness**:
   Observation 4 confirms that 100% of the 125 targeted unit, E2E, and adversarial test cases pass cleanly without any flakiness or regressions.
5. **Separation of Concerns for Out-of-Scope Test Failures**:
   Observation 5 identifies that the 6 failures in the general test suite stem from previous/subsequent unrelated tasks (notably the 30-biomes debug selector expanding `index.html`), and does not represent an integrity violation or regression caused by the i18n milestone.

## 3. Caveats

- In `tests/e2e/test_i18n_reactive_switching_e2e.py` and `tests/e2e/test_challenger_i18n_m2_stress.py`, Playwright requires headless Edge/Chromium. Both pass cleanly in this Windows execution environment.
- `index.html` currently stands at 251 lines. While within the 400-line hard cap of `check_code_and_doc_hygiene.py`, it exceeds the 200-line soft cap checked by 4 older unit tests due to the concurrent 30-biomes map update. A separate cleanup task should externalize the `#debug-biome-selector` into a template.
- No implementation code was modified by this auditor agent, in strict adherence to the audit-only constraint.

## 4. Conclusion

The work product delivered across Milestones 1, 2, and 3 is **CLEAN**.
There are no integrity violations, no facade implementations, no hardcoded cheating, no unlocalized UI strings in `chat_ui.js`, 100% 9-language catalog parity, zero Critical/High security flaws, and 125/125 passing targeted tests.

The Release Certification for the Reactive i18n Subsystem is **APPROVED**.
