Mission: Forensic Integrity Audit of Milestone 1 Implementation.
Perform rigorous forensic verification:
1. Static analysis of git diff: verify that implementation is genuine and complete.
2. Check for anti-patterns: NO hardcoded test results, NO dummy/facade implementations, NO bypasses.
3. Verify that chat_ui.js actually renders dynamic strings from catalog and does NOT contain hidden hardcoded Vietnamese text.
4. Run security audit tool: python tools/security/run_independent_security_audit.py --build-id "AUDIT-M1-I18N" --env STAGING
5. Run code hygiene check: python tools/lint/check_code_and_doc_hygiene.py --strict
6. Write audit_report.md and standard handoff.md with binary verdict: CLEAN or INTEGRITY VIOLATION. Send message to orchestrator_13.
