Mission: Forensic Integrity Audit of Milestone 2 Implementation.
Perform rigorous forensic verification:
1. Static analysis of git diff: inspect tools/lint/check_i18n_hygiene.py, tests/unit/test_i18n_event_bus.py, and tests/e2e/test_i18n_reactive_switching_e2e.py.
2. Check for anti-patterns: NO hardcoded test results, NO dummy/facade implementations, NO bypasses.
3. Run security audit tool: python tools/security/run_independent_security_audit.py --build-id "AUDIT-M2-I18N" --env STAGING
4. Run code hygiene check: python tools/lint/check_code_and_doc_hygiene.py --strict
5. Run the new linter: python tools/lint/check_i18n_hygiene.py --strict
6. Write audit_report.md and standard handoff.md with binary verdict: CLEAN or INTEGRITY VIOLATION. Send message to orchestrator_13.
