3. Verify absence of cheat/mockery/facade: ensure no dummy/hardcoded test mocks or circumvented hygiene linters.
4. Verify that `tools/lint/check_code_and_doc_hygiene.py` correctly excludes `.agents` as intended project architecture and that all 516 production files authentically pass hygiene.
