Mission: Adversarial Verification of Static Linter (check_i18n_hygiene.py).
1. Write and execute an adversarial test harness to empirically test negative baselines against tools/lint/check_i18n_hygiene.py:
   - Test 1: Injected hardcoded Vietnamese string in UI file -> Linter MUST detect violation and exit with code 1 under --strict.
   - Test 2: Injected missing key in 1 of 9 languages in a mock catalog -> Linter MUST detect parity failure and exit with code 1.
   - Test 3: Injected dangling data-i18n key in HTML -> Linter MUST detect missing key and exit with code 1.
   - Test 4: Current production codebase -> Linter MUST exit with code 0.
2. Verify all assertions pass empirically.
3. Write challenge_report.md and standard handoff.md with verdict: CONFIRM_CORRECT or CHALLENGE_FAILED. Send message to orchestrator_13.
