Completed investigation and proposed artifact generation for Dual Health & Mana Fluid Orbs (Milestone 1). Writing handoff report.

- [x] Inspected survey artifacts (`spec_miner_survey_ui_1/handoff.md`, `hud_combat_metadata.json`, `hud_liquid_glow.metal`, `hud_dual_orbs_frame.png`)
- [x] Inspected existing `client/webapp/index.html`, `main.css`, `canvas_renderer.js`, `monster_system.js`, and `iso_math.js`
- [x] Designed DOM structure, CSS wave/sheen/pulse rules, and JS module `hud_orbs.js`
- [x] Generated proposed file artifacts:
  * `proposed_hud_orbs.js` (286 lines, strictly <= 350)
  * `proposed_hud_skills.css` (242 lines, strictly <= 350)
  * `proposed_index_markup.html` (52 lines)
  * `proposed_test_hud_orbs.py` (86 lines)
