Task Objective:
Analyze test suite alignment, unit test coverage, and verification plan for Milestone M2:
1. Examine `tests/e2e/test_level_progression_e2e.py`:
   - Feature F03 (Level Gap Penalty): `test_f03_level_gap_safe_range_full_exp`, `test_f03_level_gap_decay_above_five`, `test_f03_level_gap_ten_levels_lower_under_five_percent`
   - Feature F04 (Tiered Death Penalty): `test_f04_death_penalty_grace_period_level_1_to_60`, `test_f04_death_penalty_mid_tier_61_to_80`, `test_f04_death_penalty_high_tier_81_to_89`, `test_f04_death_penalty_endgame_tier_90_to_98`, `test_f04_death_penalty_pinnacle_tier_99`, `test_f04_death_penalty_godhood_tier_100`
   - Feature F05 (Safe Floor / Never De-Level): `test_f05_death_penalty_safe_floor_no_delevel`
   - Check if any of these are marked `@pytest.mark.xfail` or if they can be executed against `LevelProgressionService`.
2. Design dedicated unit test suite: `tests/unit/test_level_progression_service.py`:
   - Test level up transitions (Level 1 -> 2, Level 99 -> 100).
   - Test level cap at 100 (further kills award 0 EXP).
   - Test level gap exponential decay formula with precision checks.
   - Test tiered death penalty calculations and safe floor boundary tests.
3. Formulate the exact verification commands for Worker M2 and Reviewers.
