  - `updateLanguage` only mutates tab button labels and ticker; does not update `CHANNELS[id].label`, input placeholder, cooldown badge, chat log messages, or item tooltips.
  - 42 hardcoded strings identified across tabs, permissions, rarities, elements, badges, and tooltips.
  - `chat_ui.js` is at 342 lines (Soft Cap 350); dictionary must be decoupled into catalog.

  - Implementation of event hooks and catalog keys (assigned to subsequent builder agent).

## Key Decisions Made
- Recommending dual-layer event subscriber in `chat_ui.js` (`onLocaleChanged` callback + `freeexile:localeChanged` CustomEvent).
- Recommending catalog decoupling to keep `chat_ui.js` under the 350-line soft cap.
- Preserving backwards-compatible `CHANNEL_I18N` export and fallback behavior for `test_webapp_chat_ui.py`.
