## Review Mission
Objectively review and independently verify Milestone M3 (1M CCU Stress Test & Benchmark Suite):
1. Review `tools/stress/chat_load_benchmark.py`:
   - Verify Python 3.11+ strict typing (`from __future__ import annotations`), dataclasses with `@dataclass(slots=True, frozen=True)` (`BenchmarkConfig`, `RoundMetrics`, `BenchmarkSummary`).
   - Verify concurrent publisher workers using `asyncio.gather`.
   - Verify full 8-channel coverage (World, Zone, Guild, Party, Whisper, System, Recruit, Feedback).
   - Verify concurrent HMAC-SHA256 snapshot queries under load.
   - Verify multi-round memory leak tracking via `tracemalloc`.
   - Verify file length <= 350 lines (Soft Cap).
2. Run unit tests:
   - `python -m unittest tests/unit/test_chat_load_benchmark.py`
3. Run the benchmark tool:
   - `python tools/stress/chat_load_benchmark.py --simulated-ccu 1000000 --active-sample-subscribers 5000 --message-count 1000 --concurrency 10 --leak-check-rounds 3`
   - Verify SLAs: Latency p99 < 15.0ms, HMAC latency < 2.0ms, Memory leak residual growth <= 0.05MB.
4. Verify regression & hygiene:

MISSION:

3. Run the benchmark tool at 1M CCU scale: `python tools/stress/chat_load_benchmark.py --simulated-ccu 1000000 --active-sample-subscribers 5000 --message-count 1000 --concurrency 10 --leak-check-rounds 3` and verify p99 < 15.0ms, HMAC < 2.0ms, residual growth <= 0.05MB.
4. Run regression & hygiene:
