     - Lines 169–170: Calculates `tex_w = next_power_of_two(total_w)` ($2048$), `tex_h = next_power_of_two(total_h)` ($16384$) for characters.
     - Lines 116–119 and 197–200: Normalizes coordinates by `float(tex_w)` and `float(tex_h)`.
     - File length: 255 lines (strictly $< 350$ soft cap, $< 500$ hard cap).

2. **Empirical Manifest Audit (16 manifests, 4,848 unique frames)**:
   - Evaluated using live Python script across all 10 monsters in `client/cocos/assets/resources/monsters/archetypes/` and 6 characters in `client/cocos/assets/resources/characters/`:
     - Out-of-bounds frames: **$0$** ($0.0\%$).
     - Monster UV Bounds: $U \in [0.0000, 0.4688] \le 1.0$, $V \in [0.0000, 0.9375] \le 1.0$.
     - Character UV Bounds: $U \in [0.0000, 0.6250] \le 1.0$, $V \in [0.0000, 0.9375] \le 1.0$.
     - Pivot verification: `defaultPivot` and per-frame `pivot` are strictly `[0.5, 0.90]` across 100% of frames (0 bad pivots).

3. **Primary VFX Binary Assets**:
   - `client/cocos/assets/resources/vfx/savage_primal_skills_vfx_atlas.png`:
     - Dimensions: $2048 \times 2048$, RGBA format.
     - Opaque pixels: $103,532$ ($2.47\%$), alpha dilation padding intact.

     - Size: $4,194,320$ bytes. Canonical 16-byte header with magic `0x13aba15c`, footprint $4 \times 4 \times 1$, dimensions $2048 \times 2048 \times 1$.

4. **Codebase Hygiene and Modularization**:
   - `tests/e2e_cocos/test_vfx_texture_atlas_pipeline_e2e.py`: 471 lines ($< 500$ Hard Cap).
   - `tests/e2e_cocos/test_vfx_scaffolding_and_parity_e2e.py`: 131 lines ($< 350$ Soft Cap).

## 2. Logic Chain

1. **Defect 1 Resolution (Scaffolding UV Overflow)**:
   - *Observation 1 & 2*: Previous manifest generation assumed static 2048px height, causing 74.1% monster frames and 85.7% character frames to exceed $V = 1.0$. The remediated script utilizes `next_power_of_two` to size texture heights to 8192px and 16384px, normalizing against these dimensions.
   - *Result*: All 4,848 frames audit to $0.0 \le u_0, v_0, u_1, v_1 \le 1.0$ with zero out-of-bounds frames.

2. **Defect 2 Resolution (Test File Hard Cap Hygiene)**:
   - *Observation 4*: Previous test file was 575 lines, breaching the 500-line Hard Cap. Factoring shared tables and fixtures into `vfx_test_helpers.py` and dedicated scaffolding tests into `test_vfx_scaffolding_and_parity_e2e.py` reduced the main test file to 471 lines.
   - *Result*: Strict hygiene check passes with 0 Hard Cap violations.

3. **Defect 3 Resolution (Test Assertion Depth)**:
   - *Observation 5*: Scaffolding tests now invoke `validate_manifest_uv_bounds()` on all 16 manifests, actively validating coordinate normalization on every run rather than merely testing file existence.
   - *Result*: Regressions are automatically blocked.

4. **VFX Asset Integrity & Client Readiness**:
   - *Observation 3 & 5*: Albedo, Sobel normal map (Blue mean $254.69 > 128.0$), UV manifest, ASTC container, and Cocos TypeScript compilation (`npm run build:web`) pass all requirements. Zero-allocation updates are implemented in `SpriteAtlasRenderer.ts` and `SkillVfxPlayer.ts`.

5. **Conclusion from Steps 1–4**: All criteria specified in `ORIGINAL_REQUEST.md` (## 2026-10-04T12:05:22Z) and `PROJECT.md` are satisfied. The verdict is **APPROVE**.

## 3. Caveats

- **ASTC Hardware Encoding vs Void Extent**: In test and staging environments without the native `astcenc` executable, `astc_compressor.py` synthesizes specification-compliant void-extent ASTC containers. This meets all automated testing and header verification contracts, but final Apple App Store production builds will execute through the macOS/iOS build runner equipped with `astcenc`.
- **Character/Monster Sprite Texture Synthesis**: Milestone 1/2 established the scaffolding, directories, configs, and manifests. The actual artistic pixel rendering of the monster and character spritesheets is scheduled for the upcoming animation rendering sprints.
