Execute and verify the entire verification battery across FreeExile:
1. Static hygiene and linter checks:
   - python tools/lint/check_code_and_doc_hygiene.py --strict (MUST pass with code 0)
   - python tools/lint/check_i18n_hygiene.py --strict (MUST pass with code 0, 0 VI strings, 100% 9-lang parity, 0 dangling keys)
2. Comprehensive unit & E2E tests:
   - pytest tests/unit/test_i18n_event_bus.py tests/e2e/test_i18n_reactive_switching_e2e.py -v
   - pytest tests/unit/test_challenger_i18n_reactive_chat.py tests/unit/test_challenger_i18n_m1_parity.py -v

3. Verify line caps across all modified files:
   - client/webapp/js/ui/chat_ui.js (<= 350 lines)
   - client/webapp/js/data/i18n.js (<= 350 lines)
   - client/webapp/index.html (<= 200 lines)
   - docs/standards/ENGINEERING_STANDARDS_2026.md (<= 400 lines)
