## 1. Review Summary

**Verdict**: **APPROVE**

**Integrity Audit**: Clean. No hardcoded test cheating, no dummy/facade implementations, no bypass shortcuts, and no fabricated verification artifacts detected. Production modules (`i18n.js`, `chat_ui.js`, `chat_i18n_catalog.js`) contain genuine, robust runtime implementations of the centralized reactive pub/sub event bus, dynamic DOM update pipeline, 9-language catalog support, and strict fallback chains.

**Test Battery Results**:
- `tools/lint/check_code_and_doc_hygiene.py --strict`: **PASS** (Exit code 0, 0 hard cap errors).
- `tools/lint/check_i18n_hygiene.py --strict`: **PASS** (Exit code 0, 0 hardcoded Vietnamese strings, 100% 9-language parity across 77 keys, 0 dangling keys).
- `tests/unit/test_i18n_event_bus.py` & `tests/e2e/test_i18n_reactive_switching_e2e.py`: **24/24 PASSED** (0 failures).
- `tests/unit/test_challenger_i18n_reactive_chat.py` & `tests/unit/test_challenger_i18n_m1_parity.py`: **23/23 PASSED** (0 failures).
- `tests/unit/test_challenger_m2_i18n_stress.py` & `tests/unit/test_challenger_i18n_hygiene_adversarial.py`: **20/20 PASSED** (0 failures).
- `tests/unit/test_webapp_chat_ui.py` & `tests/unit/test_webapp_localization_engine.py`: **34/34 PASSED** (0 failures).
- `tests/e2e/test_challenger_i18n_m2_stress.py`: **4/4 PASSED** (0 failures).

## 2. Findings

### [Minor] Finding 1: `client/webapp/index.html` Line Count Exceeds Soft Cap due to Concurrent Features

- **What**: `client/webapp/index.html` has 252 lines, exceeding the recommended soft cap of $\le 200$ lines (`HTML_SOFT_CAP = 200`), though well within the hard cap of $\le 400$ lines (`HTML_HARD_CAP = 400`).
- **Where**: `client/webapp/index.html` (lines 1–252).
- **Why**: Git history analysis shows that in git `HEAD`, `index.html` was 196 lines. The i18n changes from Milestone 1 maintained the file at 198 lines ($\le 200$). However, concurrent changes in the working tree (specifically the procedural map / 30 biomes generation task adding inline `<script>` selector logic, the pause overlay markup, and additional script tags) introduced 54 additional lines.
- **Impact Assessment**: In `tools/lint/check_code_and_doc_hygiene.py`, exceeding `HTML_SOFT_CAP` produces a non-blocking `WARNING`, whereas only exceeding `HTML_HARD_CAP` (400 lines) produces an `ERROR`. Under `--strict`, `check_code_and_doc_hygiene.py` exits with code 0. No functional regressions or test failures occur.
- **Suggestion**: In a subsequent refactoring or cleanup cycle, extract the inline `<script>` block for `#debug-biome-selector` (lines 230–249) into an external module `client/webapp/js/ui/debug_biome_selector.js` to bring `index.html` back below 200 lines.

## 4. Adversarial Challenges & Stress Testing

### Challenge 1: Rapid Multi-Language Cycling Under High Frequency
- **Assumption Challenged**: Rapid sequential calls to `setLocale()` could cause race conditions, DOM thrashing, or memory leaks in subscriber arrays.
- **Attack Scenario**: Sub-second round-trip language cycling (1,000 switches in Node harness, rapid switching across all 9 languages in headless browser).
- **Result**: **PASS**. In `test_challenger_m2_i18n_stress.py::test_01_one_thousand_switches_under_one_second`, 1,000 switches executed in <1.0s without leaks or state corruption. In `test_challenger_i18n_m2_stress.py`, sub-second live browser switching executed with zero uncaught console errors.

### Challenge 2: Non-Latin Script Rendering Integrity
- **Assumption Challenged**: Multi-byte UTF-8 scripts (Chinese Hanzi, Japanese Kanji/Kana, Korean Hangul, Thai diacritics, Cyrillic, German umlauts) might corrupt DOM attributes, trigger text-overflow, or fail regex parsers.
- **Attack Scenario**: Evaluated script veracity across all 9 locales in `test_challenger_m2_i18n_stress.py` (Tests 2–7) and `test_challenger_i18n_m2_stress.py` (Test 2).
- **Result**: **PASS**. All scripts preserved valid character code ranges and remained cleanly bound to DOM nodes without escaping artifacts.

### Challenge 3: Negative Baseline Verification of Static Linter
- **Assumption Challenged**: `check_i18n_hygiene.py` might be self-certifying or returning exit code 0 unconditionally.
- **Attack Scenario**: Evaluated via `test_challenger_i18n_hygiene_adversarial.py`:
  - Dynamically injected hardcoded Vietnamese string into a temporary UI file $\rightarrow$ Linter exited with code 1 (`RULE-1-HARDCODED-VI`).
  - Dynamically removed a translation key from the English catalog $\rightarrow$ Linter exited with code 1 (`RULE-2-DICT-PARITY`).
  - Dynamically injected a dangling `data-i18n` attribute into markup $\rightarrow$ Linter exited with code 1 (`RULE-3-DANGLING-KEY`).
- **Result**: **PASS**. All negative baselines strictly verified.
