## 2. Logic Chain
1. From Observation 1: The modified files strictly satisfy all FreeExile 2026 and GEMINI.md soft caps (`chat_ui.js`: 346 <= 350, `i18n.js`: 342 <= 350, `chat_i18n_catalog.js`: 394 <= 700, `index.html`: 198 <= 200).
2. From Observation 2: All 121 unit, integration, E2E, adversarial fuzzing, and load simulation tests pass completely.
3. From Observation 3: The reactive event bus is implemented with clean Pub/Sub (`subscribe`, `onLocaleChanged`), DOM events (`freeexile:localeChanged`), template mounting integration, cross-tab storage sync, and dynamic catalog extension (`registerCatalog`).
4. From Observation 4: The Chat UI controller reacts instantaneously to language switches without page reloads, cleanly updating tabs, placeholders, cooldowns, send button, chat log, and tooltips.
5. From Observation 5: Zero hardcoded Vietnamese strings exist in UI logic; all copy resolves via `t()` with full 9-language dictionary support in `chat_i18n_catalog.js`.

## 3. Caveats
- No caveats. The separation of `chat_i18n_catalog.js` from `i18n_catalog.js` cleanly preserved the 143-key invariant expected by `test_webapp_localization_engine.py` while providing full 9-language coverage for chat.

## 4. Conclusion
Milestone 1 is verified and approved without reservations.
