Mission: Review Milestone 2 Static Linter & Unit Test Implementation.
1. Review code in:
   - tools/lint/check_i18n_hygiene.py (336 lines <= 350 soft cap)
   - tests/unit/test_i18n_event_bus.py (327 lines <= 350 soft cap)
2. Verify:
   - Static linter detection rules (hardcoded Vietnamese diacritics, 9-language dictionary parity, dangling keys, CLI flags --strict and --json-out).
   - Unit test coverage: 23 test cases across the 5 groups (Observer mechanics, Fallback chaining, 9-locale parity, Chat UI reactive DOM integration without reload, Edge cases).
3. Run verification commands:
   - python tools/lint/check_i18n_hygiene.py --strict
   - pytest tests/unit/test_i18n_event_bus.py -v
   - python tools/lint/check_code_and_doc_hygiene.py --strict
4. Write review_report.md and standard handoff.md with clear verdict: APPROVE or REQUEST_CHANGES. Send message to orchestrator_13.
