2. **Scaffolding UV Calculation Overflow (Critical Defect)**:
   - Tool `tools/asset_pipeline/monster_character_pipeline_scaffold.py:101-107` and `172-178` sets `"textureWidth": 2048, "textureHeight": 2048` in all generated manifests, but increments rows for every `(action, direction)` pair without 2D packing:

3. **Codebase Hygiene Limit Breach (Critical Defect)**:
   - Running `python tools/lint/check_code_and_doc_hygiene.py --strict` fails with error:

## 2. Logic Chain

1. **From Observation 1**: The primary VFX binary assets for skills, sigils, normal maps, ASTC containers, and manifests fully satisfy the requirements in `ORIGINAL_REQUEST.md` (R1-R4) and `PROJECT.md` (Features 1-8). The normal map Blue mean ($254.69 > 128.0$) proves that OpenCV BGR channel swapping was properly resolved.
2. **From Observation 2**: In 2D game rendering (Cocos Creator, WebGL, Apple Metal), UV texture coordinates are normalized to the unit interval $[0.0, 1.0]$. When a manifest declares $V$ coordinates from $1.0$ to $7.5$ on a texture declared as $2048 \times 2048$, any sprite renderer attempting to draw an animation frame beyond the first 12 rows will sample texels outside the texture buffer or repeat the first 12 rows, rendering broken/distorted visuals. This represents a fundamental mathematical and layout defect in the scaffolding output.
3. **From Observation 3**: Project directives in `GEMINI.md` (Section 2.8) and `ENGINEERING_STANDARDS_2026.md` enforce a strict 500-line hard cap on code logic files. At 575 lines, `test_vfx_texture_atlas_pipeline_e2e.py` fails the strict automated hygiene quality gate.
4. **From Observation 4**: The test suite passed 20/20 because `test_t1_monster_and_character_scaffolding_structure` only validated file existence, failing to assert specification conformance on the generated data.
5. **Conclusion from Steps 1–4**: The core VFX texture pipeline is approved, but the milestone deliverables cannot be accepted in their current state due to the scaffold UV overflow and the hygiene failure. Verdict must be **REQUEST_CHANGES**.

## 3. Caveats

- **ASTC Fallback**: As noted by `worker_m1`, in environments lacking the external `astcenc` executable, `astc_compressor.py` synthesizes specification-compliant void-extent ASTC containers. This behavior is valid for staging and automated testing, but production iOS releases will require CI runners equipped with `astcenc`.
- **Monster & Character Textures**: Only scaffolding (directories, manifests, configs) is in scope for Milestone 1; rendering of monster and character spritesheets is scheduled for subsequent milestones.

## 4. Conclusion

**Verdict: REQUEST_CHANGES**

The work delivered by `worker_m1` demonstrates excellent technical depth in VFX shader math, morphological dilation, and ASTC container generation. However, the delivery cannot be approved until the following three issues are resolved:
1. **Fix `monster_character_pipeline_scaffold.py`**: Correct UV normalization and grid layout so that all frame coordinates are bounded within $[0.0, 1.0]$, and regenerate all 10 monster and 6 character manifests.
2. **Modularize `test_vfx_texture_atlas_pipeline_e2e.py`**: Split the 575-line file into two modular test files (e.g., Tiers 1–2 in one file, Tiers 3–4 in another) to comply with the 500-line Hard Cap.
3. **Strengthen Test Assertions**: Add explicit assertions in the E2E test suite ensuring all scaffolded manifests satisfy $0.0 \le u_0, v_0, u_1, v_1 \le 1.0$.
