## Verification Tasks
1. Run all unit tests: `pytest tests/unit/test_ws_protobuf_gateway.py -v`.
2. Run all E2E tests: `pytest tests/e2e_cocos/ -v`.
3. Verify binary 2-byte opcode dispatch table (`0x0001` - `0x0050`) and zero-residual momentum verification.
4. Verify dual-mode WebSocket bridge functionality (binary Protobuf + legacy JSON fallback).
5. Verify test coverage meets or exceeds requirements across Tiers 1-4.

## Deliverable
Deliver `handoff.md` with:
- Observations & Verification commands and logs
- Explicit Verdict: **APPROVE** or **REQUEST_CHANGES**
