Context:
In the previous audit round, victory_auditor_12 verified that all functional requirements (R1-R4) were authentically satisfied (Phase A and B PASS), but reported a Hard Cap hygiene error on `tests/unit/test_challenger_cocos_kinematics_stress.ts` (565 lines > 500 lines). The team has since remediated the issue by splitting it into `tests/unit/test_challenger_cocos_kinematics_stress.ts` (333 lines) and `tests/unit/kinematics_stress_helpers.ts` (301 lines).

Perform a rigorous, independent 3-phase victory audit:
1. Phase 1 - Scope & Timeline Verification:
