Milestone M2 implementation complete. All verification suites passing cleanly.

## Steps
- [x] Step 1: Read DISPATCH.md, ORIGINAL_REQUEST.md, plan.md, explorer handoff, TEST_READY.md.
- [x] Step 2: Initialize BRIEFING.md and progress.md.
- [x] Step 3: Investigate client/src/chat/ChatManager.ts and proto/chat.proto.
- [x] Step 4: Extend ClientItemSnapshot and update ChatManager.ts; compile with `cd client; npm run build` (tsc exit 0).
- [x] Step 5: Investigate client/webapp/index.html and client/webapp/js/main.js.
- [x] Step 6: Create client/webapp/js/ui/chat_ui.js adhering to <= 350 lines (actual: 349 lines).
- [x] Step 7: Mount chat dock and #modal-item-link-tooltip in client/webapp/index.html and wire Enter/Escape in client/webapp/js/main.js.
- [x] Step 8: Create tests/unit/test_webapp_chat_ui.py and run unit tests (13 tests pass in 0.68s).
- [x] Step 9: Run strict hygiene lint (`python tools/lint/check_code_and_doc_hygiene.py --strict`) - 0 violations.
- [x] Step 10: Final verification, update BRIEFING.md, generate handoff.md, notify parent orchestrator.
