All tasks for Milestone 2 (Automated Anti-Regression & Linter Suite — R3) are completed and verified:
1. Static Linter `tools/lint/check_i18n_hygiene.py` created and tested:
   - Rule 1 (Zero hardcoded VI text in UI code): PASS (0 violations)
   - Rule 2 (9-language dictionary parity for both catalogs): PASS (0 violations)
   - Rule 3 (Missing / dangling key resolution across HTML & templates): PASS (0 violations)
   - CLI flags `--strict` and `--json-out` verified.
   - Line count: 336 lines (<= 350 soft cap).
2. Unit Test Suite `tests/unit/test_i18n_event_bus.py` created and tested:
   - 23 test cases in 5 groups: All 23 passed in 0.37s.
   - Line count: 327 lines (<= 350 soft cap).
3. E2E Test Suite `tests/e2e/test_i18n_reactive_switching_e2e.py` created and tested:
   - Playwright headless browser E2E test passed in 5.71s.
   - Asserts zero reload, dynamic updates, system channel lock, CJK multi-language cycle, and 0 console errors.
   - Line count: 192 lines (<= 350 soft cap).
4. Code hygiene verified:
   - `python tools/lint/check_code_and_doc_hygiene.py --strict` exits 0.
   - Zero regressions on existing test suites (20 chat unit tests, 60 typography E2E tests).
5. Reports generated:
   - `implementation_report.md`
   - `handoff.md`
