Mission: Implement Milestone 3 — Project Directives & Engineering Standards Documentation (R4).

Tasks:
1. Update docs/standards/ENGINEERING_STANDARDS_2026.md:
   - Document dedicated section on "Quy Chuẩn Kiến Trúc Đa Ngôn Ngữ (i18n) & Phản Ứng Tức Thì Đa Nền Tảng (Cross-Platform Reactive i18n Protocol)".
   - Specify:
     a. Centralized Reactive Event Bus architecture: FreeExileI18n.subscribe(), freeexile:localeChanged CustomEvent, template mount hooks, cross-window storage event sync. Strict zero page reload rule.
     b. Zero-Hardcoded UI String rule: Prohibition of hardcoded Vietnamese/English strings in UI logic; mandatory data-i18n / data-chat-i18n or FreeExileI18n.t().
     c. 9-Language Parity Mandate: All keys must exist across vi, en, zh, ja, ko, th, de, ru, es with microcopy length limits (<= 2 words for buttons/tabs, <= 12 chars, zero bilingual parentheses).
     d. Multi-Tiered Anti-Regression Gate: Mandatory execution of python tools/lint/check_i18n_hygiene.py --strict before release/commit.
     e. Developer Checklist for new UI features.
   - Enforce document line limit: soft cap <= 400 lines, hard cap <= 600 lines (currently check Length and split if needed).

2. Update AGENTS.md and GEMINI.md:
   - Add the Reactive i18n & Zero Hardcoded UI String directive to the Core Engineering Directives.
   - Mandate check_i18n_hygiene.py in the pre-commit and CI verification pipeline.

3. Update docs/standards/GLOBAL_LOCALIZATION_DICTIONARY.md:
   - Synchronize with the 77 standardized chat, channel, permission, and item tooltip terms across 9 languages.

4. Run validation:
   - python tools/lint/check_code_and_doc_hygiene.py --strict (MUST pass with code 0).
   - python tools/lint/check_i18n_hygiene.py --strict (MUST pass with code 0).

5. Reporting:
   - Write implementation report to c:\Projects\FreeExile\.agents\teamwork\worker_m3_1\implementation_report.md.
   - Write standard 5-component handoff.md in your working directory.
   - Send completion message back to orchestrator_13.
