Milestone M3 Complete: Protobuf bundle compiled, binary WebSocket gateway extended, unit tests passing.

- [x] Updated `scripts/compile_protos.py` with `COCOS_PROTO_DIR` and `pbts` generation
- [x] Compiled Protobuf bundle and typings to `client/cocos/assets/scripts/proto/bundle.js` and `bundle.d.ts`
- [x] Extended `server/gateway/ws_gateway_bridge.py` with 2-byte big-endian opcode framing table and zero-residual momentum verification
- [x] Created `tests/unit/test_ws_protobuf_gateway.py` with 8 comprehensive unit tests
- [x] Verified test suite: 8/8 tests pass (`pytest tests/unit/test_ws_protobuf_gateway.py`)
- [x] Verified code hygiene: `server/gateway/ws_gateway_bridge.py` is 333 lines (<= 350 lines Soft Cap)
- [x] Updated BRIEFING.md
