Completed:
1. `client/webapp/js/data/i18n.js`: Verified SyntaxError free, properly closed querySelectorAll/forEach loops, 346 lines (<= 350 soft cap).
2. `tools/knowledge/combat_room_sync.py`: Refactored and modularized by extracting DTOs, parsing, and permission audit into `tools/knowledge/combat_room_helpers.py`.
   - `combat_room_sync.py`: 279 lines (down from 532, <= 350 soft cap).
   - `combat_room_helpers.py`: 278 lines (<= 350 soft cap).
   - All functions <= 50 lines.
3. Verification Suite:
   - `python tools/lint/check_i18n_hygiene.py --strict`: Exit code 0 (100% compliant).
   - `python tools/lint/check_code_and_doc_hygiene.py --strict`: Exit code 0 (100% compliant, 0 Hard Cap violations).
   - `pytest tests/unit/test_i18n_event_bus.py tests/e2e/test_i18n_reactive_switching_e2e.py -v`: 24/24 passed.
   - `pytest tests/unit/test_challenger_i18n_reactive_chat.py tests/unit/test_challenger_i18n_m1_parity.py -v`: 23/23 passed.
   - `pytest tests/unit/test_challenger_i18n_hygiene_adversarial.py -v`: 10/10 passed.
