5. Verify per-tier breakdown (Tier 1: 65, Tier 2: 65, Tier 3: 15, Tier 4: 10, Tier 5: 58 tests). Confirm 0 failures, 0 errors, 0 skips.
6. Provide an explicit verdict: APPROVE or REQUEST_CHANGES in handoff.md following the 5-component protocol, and send a message back.
