## Task Summary
- **What to build**:
  1. Upgrade `web_review/server.py`: DEFAULT_PORT=1515, DEFAULT_HOST="0.0.0.0", ConcatRequest, GenerateRequest, /api/concat, /api/generate with shot_id routing to production_orchestrator, query filtering in /api/shots and /api/scenes, /api/matrix/ep01 endpoint, library indexing for both 04_Assets/videos and 06_Exports, Windows cp1252 safe log_msg.
  2. Upgrade `05_Production_Pipeline/run_shot.py`: Added `--shot` alias for `--shot-id`, made `--prompt` and `--input-frame` optional with auto-resolution from prompt registry and orchestrator start frame resolution.
  3. Upgrade `web_review/templates/index.html`: Added 188-shot matrix navigation tab and pane (15 scenes C01-C15), rendered status badges, 2-column Shot Detail Modal with Sweet-spot 720p Start Frame prompt, Muse.ai motion prompt, Closed Lips Guard badge, Audio Guard callout, "🚀 Render Shot" button, version selector, and scene header "🎬 Ghép Master Cảnh" button.
  4. Update `PROJECT.md` milestones table: M3 -> DONE, M4 -> IN_PROGRESS.
  5. Run verification tests: 155/155 tests passed in run_all_tests.py (100%), 173 passed in pytest, `--shot` CLI verified.
  6. Produce handoff.md and notify parent.

## Key Decisions Made
- Maintained 100% backward compatibility for GenerateRequest (`prompt` or `shot_id` required).
- Handled dual pydantic v1/v2 compatibility defensively.
- Implemented `/api/matrix/ep01` directly on the server to dynamically serve the 188-shot matrix while keeping client-side synthesis as an emergency fallback.
- Reconfigured Windows stdout/stderr to UTF-8 and safeguarded `log_msg()` with ASCII replacement fallback.
