- Added shared fixtures and test utilities in `tests/__init__.py` with synthetic audio/video generators for self-contained, isolated execution without mutating project assets.
- Fixed Windows subprocess CP1252 decoding limitation by enforcing `encoding="utf-8", errors="replace"` in all process runners.
- Verified 155 test cases: 128 passed (82.6%), 27 failed (clean requirement gap detections mapped to milestones M1, M2, and M4).
- Published `TEST_INFRA.md` and `TEST_READY.md` at project root.
